J�VV Os M1 <br /> COUNTY OF HAWAII ' /H STATE OF HAWAII <br /> •J,TE•OFNF'�' <br /> RESOLUTION NO. 159 13 <br /> A RESOLUTION REQUESTING THE INCLUSION OF HOUSE BILL 358 H.D.1 S.D.1, <br /> RELATING TO VIDEOCONFERENCING, IN THE 2014 HAWAII STATE <br /> ASSOCIATION OF COUNTIES LEGISLATIVE PACKAGE. <br /> WHEREAS, the purpose of House Bill 358, H.D.1, S.D.1 is to increase neighbor island <br /> resident participation in the legislative process by requiring both chambers of the Hawai`i State <br /> Legislature to implement rules to provide audio or audiovisual technology for live oral testimony <br /> during legislative hearings; and <br /> WHEREAS, both chambers of the Legislature would also be required to 1) identify <br /> agency sites that currently have audio or audiovisual capability that could be used for live oral <br /> testimony, 2) consult with the chief information officer and the disability and communication <br /> access board, and 3) appropriate funds to establish audio or audiovisual systems throughout the <br /> State; and <br /> WHEREAS, the Hawai`i County Council recognizes the importance of citizens' <br /> participation in the legislative process and its responsibility to be pro-active in this area; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> proposed House Bill 358, H.D.1, S.D. 1, attached as Exhibit "A", relating to videoconferencing, <br /> be considered for inclusion in the 2014 Hawai`i State Association of Counties Legislative <br /> Package. <br />
