JUSTIFICATION SHEET <br /> PROPOSER: Hawai`i State Association of Counties <br /> TITLE: RELATING TO VIDEOCONFERENCING <br /> PURPOSE: To increase participation by neighbor island residents in the legislative <br /> process by requiring both chambers of the Hawai`i State Legislature to <br /> implement rules providing audio or audiovisual technology for live oral <br /> testimony during legislative hearings. <br /> MEANS: Amends Chapter 21 of the Hawai`i Revised Statutes by adding a new part, <br /> "Videoconferencing; rules". <br /> JUSTIFICATION: There has been a need to allow neighbor island residents to present live <br /> oral testimony to participate in the legislative process, and a need to <br /> establish rules to identify sites or facilities with existing capabilities that <br /> can be used for this purpose. <br />
