The Director of Finance shall add to each quarterly installment the sum of twelve dollars ($12.00) to the total amount of the installment, both principal and interest, to cover the expenses of collection. SECTION 6. Appropriation for Cost of Improvements. The sum of ONE MILLION FIVE HUNDRED SIXTY-NINE THOUSAND THREE HUNDRED SIXTY-NINE AND NO/100 DOLLARS ($1,569,369.00), the same being the total cost of the authorized Improvements approved in Section 3 of this ordinance, is hereby appropriated from any money deposited in the Special Fund established by Section 4 of this ordinance, and shall be applied in accordance with law to the payment of the total cost of the authorized Improvements in the Improvement District. SECTION 7. Authority of Director of Finance. The Director of Finance of the County is hereby authorized to take or direct the taking of all such actions as may be necessary or appropriate in order to collect and enforce the collection of the assessments authorized hereunder and otherwise implement and carry out this ordinance fully in accordance with its purpose and intent, all as permitted or required under Chapter 12, Hawai`i County Code 1983 (2005 Edition, as Amended). SECTION 8. Severability. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end the provisions of this ordinance are severable. SECTION 9. Effective Date. This ordinance shall take effect upon its approval.
