No. 345/Bill No. 98 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 98, reports as follows: <br /> Bill No. 98, transmitted by Finance Director Nancy Crawford, via Communication No. 345 dated <br /> July 11, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and <br /> financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows: <br /> PARKS AND RECREATION <br /> Waimea District Park(State) <br /> (110.599.5594.73) $ 2,500,000 <br /> Funds for this appropriation increase shall be provided from: <br /> State Grants Receivable $ 2,500,000 <br /> The proposed bill adds the Parks and Recreation, Waimea District Park (State) project for <br /> $2.5 million to the Capital Budget. Funds will be used for the design and construction of the <br /> County's new Waimea District Park in Waimea, South Kohala. <br /> Parks and Recreation Director Clayton Honma appeared before Your Committee for questions. He <br /> provided that the plan and design is moving forward and the appropriation for the park is secured. <br /> Phase I, which will take approximately three years to complete, and will consist of a football field, a <br /> covered play court, a baseball field and roads. There are flood zone areas that will have to pass the <br /> Federal Emergency Management Agency (FEMA). <br /> Council Member Wille spoke in support of Bill No. 98. She stated the Waimea District Park was <br /> promised to the community in 1992 by Richard Smart. When Parker Ranch requested the rezoning <br /> of approximately 340 acres of agricultural land to commercial and residential land, this park was <br /> one of the main reasons the community gave their support. Ms. Wille is pleased to see the results of <br /> community, State, and County participation in the progress and construction of Waimea District <br /> Park. <br /> Pursuant to Section 10-6(d), Hawaii County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 77 <br />
