No. 355/Bill No. 100 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 100, reports as follows: <br /> Bill No. 100, transmitted by Finance Director Nancy Crawford, via Communication No. 355 dated <br /> July 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements and <br /> financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as follows: <br /> PUBLIC WORKS <br /> Kilauea Avenue Resurfacing - County <br /> (110.399.5392.16) $ 1,972,000 <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund- Fund Balance <br /> and/or other Sources $ 1,972,000 <br /> The proposed bill adds Public Works, Kilauea Avenue Resurfacing - County project for$1,972,000 to <br /> the Capital Budget. This project includes the milling of the old pavement and A.C. pavement <br /> resurfacing, new striping and a traffic signal upgrade to the Aupuni Street intersection. <br /> Deputy Public Works Director Brandon Gonzales appeared before Your Committee for questions. He <br /> informed the Council that the final design is in the works to complete the Kilauea Avenue resurfacing <br /> project. He stated that this project is the continuation of Phase I, which was Kilauea Avenue, from <br /> Ponahawai to Pauahi Street. Phase II was done with the remaining leftover funds, which was from <br /> Pauahi Street to Aupuni Street intersection, fronting Kawamoto Store. Lastly, Phase III will <br /> encompass intersection signal improvements and road work from the Aupuni Street intersection to the <br /> Puna side of the Waiakea bridge. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget for <br /> that year with a two-thirds vote. <br /> FC Report No. 81 <br />
