The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> In response to the proposed request, the Department of Water Supply(DWS) <br /> submitted comments stating they are not in a position to support the proposed rezoning <br /> and subsequent subdivision based on the following reasons: <br /> • The subject property is currently served with two 5/8-inch meters with <br /> substandard water pressure conditions, i.e., less that than the minimum <br /> pressure of 40 pounds per square inch (psi)required for subdivisions. In <br /> other words, the existing private water system servicing the property does <br /> not meet water system standards for subdivisions in accordance with the <br /> Hawai`i County Code and Rules and Regulations of the Department of <br /> Water Supply. <br /> • Upgrading the system will require extensive water system improvements, <br /> including, but not limited to, storage reservoirs,booster pumps, and <br /> distribution pipelines. The Department of Water Supply does not foresee <br /> any upgrades to its existing water system facilities that would possibly <br /> provide the property with adequate pressure and volume meeting <br /> subdivision water system standards. <br /> Based on the Department of Water Supply comments, the Planning Director has <br /> requested, and the applicant has concurred, with changing the request from FA-la to FA- <br /> 2a, which would allow only the subdivision of two (2) lots instead of the possibility of a <br /> subdivision into three(3) lots. As the two (2) lots are currently serviced by two (2) <br /> County water meters that are connected to two (2) existing dwellings, this rezone action <br /> would only allow the subdivision of the property into two (2) lots to separate the interests <br /> of the family members. No additional dwellings will be constructed and no additional <br /> water meters would be needed for this rezoning or for the subsequent subdivision action. <br /> The subject parcel is jointly owned by various members of the Teshima family. <br /> Family members Yoshiyuki and Irene Izumi live on the mauka 5+ acre portion. The <br /> landowners wish to subdivide the property consistent with their proportional interest in <br /> the land for estate planning and real property tax purposes. Should the rezoning and <br /> subdivision be approved, the applicant would secure his 2-acre interest in land fronting <br /> Hooper Road, while the Izumis would retain the balance. <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br />
