Access to the <br /> property is from the Old Government Road (aka Hooper Road), which is not presently <br /> maintained by the County. From its intersection with Mamalahoa Highway to the subject <br /> property, the pavement width on Hooper Road is approximately 16 feet wide but narrows <br /> to 9 feet wide fronting the subject property and beyond. The pavement fronting the <br /> subject property is in poor condition. The right-of-way varies in width but appears on <br /> available maps to be less than 30 feet. Conditions of approval will be added requiring the <br /> applicant to provide for future road widening improvements, which includes a ten <br /> (10)-foot wide future road widening setback along the subject property's Hooper Road <br /> frontage and to conduct a location survey to show the location of existing features relative <br /> to the Hooper Road right-of-way boundary and the future road widening setback, <br /> including but not limited to pavements, walls, trees and utilities and remove any possible <br /> encroachments. As the revised request would, if approved as recommended, simply <br /> allow the subdivision of the property into 2 lots, each accommodating an existing single <br /> family dwelling with no proposal for further residences, the impact to the existing <br /> substandard roadway will remain status quo. <br /> Regarding water for this application, Section 25-2-46 (m) (Concurrency <br /> Requirements) within the Zoning Code states that a zoning amendment application shall <br /> not be granted unless: (1) the department of water supply has determined that it can meet <br /> the water requirements of the project and issue water commitments using its existing <br /> system; or(2) specific improvements to the existing public water system, or a private <br /> water system equivalent to the requirements of the department of water supply will be <br /> provided to meet the water needs of the project and conditions of zoning delay occupancy <br /> until the necessary improvements are actually constructed. <br /> As mentioned above, the Department of Water Supply has verified that the subject <br /> property is currently served with two 5/8-inch meters,but the system has substandard <br /> water pressure conditions and does not meet water system standards for subdivisions in <br /> accordance with the Hawai`i County Code and Rules and Regulations of the Department <br /> of Water Supply. For the applicant to upgrade the system to meet these standards, it will <br /> require extensive water system improvements, including, but not limited to, storage <br /> reservoirs,booster pumps, and distribution pipelines. In this particular case,the Planning <br /> Director will support a change of zone to FA-2a to allow for the property to be <br /> subdivided into two (2)parcels to separate the interests of the family members. The main <br /> reason for supporting this request is that both existing dwellings are currently serviced by <br /> DWS water meters and the approval of this change of zone will not increase the number <br /> of dwellings. It will only allow the property to be subdivided to separate the interests of <br /> the family members. <br />
