REQUEST: <br /> Amend Ordinance 13-66 of the Capital Budget by adding the following Appropriations: <br /> Revenue: Title 23 Program Income $ 251,365.00 <br /> Expenditure: Title 23 Projects— Federal $ 251,365.00 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Ane Keohokalole Project required HELCO to install an underground line extension (cables,transformers, <br /> switchgears) to power our street lights. It also required HELCO to install an overhead line extension to <br /> power the Keahuolu Interpretive Center which was constructed as part of our efforts to mitigate the adverse <br /> effects of our project on historic properties. We paid HELCO for their work with American Recovery and <br /> Reinvestment Act funds which were 100% federal funds. Based on HELCO's Rule No. 13, part of this cost <br /> is refundable. The refundable amount will be based on income generated by the line extension over a five <br /> year period up to a maximum amount of$251,365.00. <br /> Per discussions with State Department of Transporation and the Federal Highways Administration (FHWA), <br /> the County can keep all of the HELCO refund but it can only be expended on projects that would normally <br /> qualify for FHWA funding (Title 23 projects). <br /> i p <br /> SIGNED: y A DATE: 74 <br /> Q• Department Head �% <br />
