WIR Report. Vice President Onishi reported that he attended the May 22, <br /> 2013, WIR Board of Directors meeting held in Flagstaff, Coconino County, <br /> Arizona. He further reported that the primary topics discussed were Land <br /> Use Management, National Parklands and the broad effects of federal <br /> sequestration on county government. <br /> V. UNFINISHED BUSINESS <br /> A. Discussion relating to the policy for the use of estimated funds derived <br /> from the "NACo Prescription Drug Marketing Fee" line item in FY 2014. <br /> This item was deferred. <br /> VI. NEW BUSINESS <br /> A. Communication from President Rapozo and Kauai County Council Chair <br /> Jay Furfaro regarding the 2013 HSAC annual conference report. <br /> President Rapozo summarized the written annual conference reports <br /> submitted by Kauai County. He highlighted that the 2013 HSAC annual <br /> conference made a profit of$22,082.97 which will be remitted to the <br /> HSAC Treasurer. <br /> This item was received and filed. <br /> B. Discussion relating to the HSAC Lobbying Plan for the 2014 state <br /> Legislative session, as approved by the Executive Committee on May 6, <br /> 2013. <br /> Maui Mayor Arakawa and Maui County Council Chair Balsa opined that <br /> the most critical component of any successful lobbying plan for a county- <br /> driven state legislative package is the close collaboration between the <br /> counties' executive and legislative branches. They proposed that the four <br /> Council Chairs, four Mayors and four Committee officers meet and discuss <br /> their united lobbying strategy prior to the start of the 2014 legislative <br /> session, Mayor Arakawa opined that the primary mission of HSAC is to <br /> provide a united and collaborative forum through which the four counties <br /> may advance their state legislative proposals. <br /> Vice President Onishi stated that Committee members are the most <br /> effective representatives to lobby cross-county legislative proposals and <br /> emphasized the importance of the availability of HSAC funds to pay for the <br /> 3 <br />
