on the General Plan Land Use Allocation Guide(LUPAG)map from Mohouli Street to <br /> the north to Kumukoa Street,makai or east to Kapiolani Street, south along Puainako <br /> Street,and west by the Sunrise Ridge Subdivision mauka of Komohana Street. The <br /> General Plan University Use designation on the LUPAG map has been in existence since <br /> the adoption of the General Plan in 1989 and supports the Public Facilities goals, <br /> standards and courses of action in the original General Plan adopted in 1971. Thus, <br /> university related uses were envisioned in this area despite the existing Single-Family <br /> Residential(RS)zoning in this specific section within the City of Hilo. <br /> The change in zone from A-la and RS-10 to UNV would allow the subject area to <br /> be consistent with the current University Use designation in the General Plan and allow <br /> the orderly,planned development of the area for a variety of uses. By amending the <br /> district classification to the UNV designation,the UHH campus can expand to allow a <br /> mix of uses including additional student housing,commercial uses such as restaurants <br /> and markets,medical offices, financial institutions,theaters and research facilities for a <br /> more"college town"environment similar to many university campuses nationwide. Such <br /> a variety of uses will support and encourage recruitment and retention by enhancing <br /> campus life for students, faculty and staff. The proposed University Village concept will <br /> provide an important link between the UHH and the nearby community. Currently,the <br /> development plan is flexible,and the precise description and timing of the various <br /> components will be determined based on the demand for residential, commercial,and <br /> educational needs at that time. UHH is committed to work with local government <br /> agencies,businesses,non-profit groups and alumni to create a positive impact on its <br /> students,community and economy of Hawai`i. <br /> As shown on Exhibit A,the proposed 80-foot wide right-of-way traverses <br /> through lands affected by the accompanying UNV zoning request,connecting Komohana <br /> and Kumukoa Streets. We believe that this proposed roadway is redundant due to <br /> existing major collector roadways already existing in the immediate vicinity that already <br /> provides a robust roadway network within the immediate area,such as Komohana, <br /> Mohouli,Kumukoa,Kapi`olani Kawili and Puainako Streets. As shown on Exhibit B, <br /> the proposed 80-foot wide right-of-way is part of a proposed roadway network that <br /> connects with the existing Mohouli Street extension that was completed in 2002.
