No. 436/Bill No. 134 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 8:34 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 134, reports as follows: <br /> Bill No. 134, transmitted by Finance Director Nancy Crawford, via Communication No. 436 dated <br /> September 13, 2013, amends Ordinance No. 13-65, as amended, the Operating Budget for the County of <br /> Hawai`i for the fiscal year ending June 30, 2014. The amendment is as follows: <br /> From: <br /> 010.3303.42 Federal Grants—HCPD Roadblock Program General $ 12,500 <br /> To: <br /> 010.201.5216.15 HCPD Roadblock Program General $ 12,500 <br /> These grant funds will be used to allow the HCPD to conduct additional Driving Under the Influence <br /> (DUI) checkpoints during the National DUI Campaign (August 16 through September 2, 2013). <br /> Sergeant Robert Pauole, of the Hawai`i Police Department, appeared before Your Committee to discuss the <br /> use of additional grant funds for DUI checkpoints. According to Sergeant Pauole, the checkpoints serve as <br /> high-visibility DUI deterrents, which have been effective in promoting public safety and awareness. He <br /> related that the department used more funds for these checkpoints than anticipated, due to costs associated <br /> with processing impaired motorists. In particular, the Kona district has been successful with making arrests <br /> at checkpoints. Grant funds will be used to pay this expense, as well as for the additional DUI checkpoints <br /> during the National DUI Campaign. <br /> FC Report No. 101 <br />
