REPORT OF THE <br /> COMMITTEE ON PUBLIC SAFETY AND MASS TRANSIT <br /> REGARDING: BILL NO. 113 (COMMUNICATION NO. 393) <br /> DATE: OCTOBER 1, 2013 <br /> LOCATION: HILO COUNCIL CHAMBERS, HILO, HAWAII <br /> TITLE: AN ORDINANCE AMENDING CHAPTER 14, GENERAL WELFARE, <br /> HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), BY <br /> ADDING A NEW ARTICLE RELATING TO GENETICALLY <br /> ENGINEERED CROPS AND PLANTS. <br /> EXPLANATION: <br /> Introduced by Council Member Margaret Wille, this legislation prohibits open air cultivation, <br /> propagation or development of genetically engineered crops or plants. Exempts those currently <br /> engaged in these practices in areas where such activities have customarily occurred. Also <br /> exempts current and future genetically engineered papaya cultivation, propagation and <br /> development. Requires that all persons engaged in any form of cultivation, propagation, or <br /> development of genetically engineered crops or plants be registered within 90 days of the <br /> effective date of the ordinance, with a registration fee of$100 per location per year. <br /> On September 4, 2013, your Committee recessed to September 6, 2013 to reconvene at 8:00 a.m. <br /> On September 6, 2013, your Committee recessed to September 23, 2013 to reconvene at <br /> 9:00 a.m. <br /> On September 23, 2013, your Committee reconvened at 9:02 a.m. Experts on the subject matter <br /> were called to share their expert opinions. <br /> On October 1, 2013, your Committee reconvened at 1:35 p.m. Committee members were <br /> allowed to continue with asking experts questions relating to genetically modified organisms. <br /> AMENDMENTS: Comm.
