No. 455/Bill No. 139 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 8:37 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 139, <br /> reports as follows: <br /> Bill No. 139, transmitted by Public Works Director Warren H. Lee, via Communication No. 455 <br /> dated September 18, 2013, amends Chapter 24, Article 10, Division 2, Section 24-271, <br /> Schedule 19 (prohibited left turn areas), subsection (c) South Hilo, of the Hawai`i County Code <br /> 1983 (2005 Edition, as amended) by adding"Barenaba Lane at Kilauea Avenue." <br /> The intent of this amendment is to restrict left turns on Barenaba Lane at Kilauea Avenue in <br /> order to preserve and maximize on-street parking along Kilauea Avenue southeast of Barenaba <br /> Lane. <br /> Mr. Ron Thiel, Chief of the Traffic Division, informed Your Committee that the project is now <br /> in the design phase to resurface the area and they are looking at parking and handicap <br /> requirements imposed on the County by the State. Mr. Thiel stated that their options were to <br /> either eliminate several parking stalls on the left side or prohibit the left turn movement.
