Resolution No. 170-13, Draft 2
Attached is the final tally sheet showing the results of the Council Members' priority ranking
of the capital improvement projects listed in Resolution No. 170-13, Draft 2. The results are
as follows:

Pursuant to Communication No. 407.2 (instructions for ranking), in the case of a tie, Council
Members will vote on those projects to determine which project shall be ranked higher. Item
Nos. 4 and 5 and Nos. 7 and 8 require a vote to determine which will be ranked higher.
Following the vote, the Legislative Research Branch will work on the amendment to
Resolution No. 170-13, Draft 2, to incorporate the results of the final priority ranking.
Also attached is each Council Member's priority ranking form.

(District 8) Kaiminani Drive: Construction of a new major collector
road parallel to Queen Ka`ahumanu Highway from Hina-
Lani Street to Kaiminani Drive. Provide the necessary
plans and designs for a new highway to enhance the quality
of life by reducing traffic congestion. Also to provide
connectivity and the continuation of the Ane Keohokalole
Highway from Palani Road to Kaiminani.
Brenda South Kona Police Station: Currently the personnel at 6 & 7 $7,000,000
Ford the Kealakehi Police Station provides police services to the (design &
(District 6) communities located in South Kona District. As a result, construction)
�j response time to emergencies may be delayed at times due
to travel time from Kailua-Kona area to other communities
in South Kona. As the population increases in this area
due to affordability and availability of land, the issue of
having adequate and timely police services will also
increase. Construction of a new police station including a
refueling station and radio tower is needed. This project
will address both the current and future needs for improved
public safety in the South Kona area.
Margaret Regional Transit Hub in Waimea: Master planning, 9 & 1-8 $10,000,000
Wille design and construction of a Regional Transit Hub in
(District 9) Waimea. The building will service cross-island as well as
district and local bus routes. This will be a multi-modal
facility with tourist information, public restrooms
(including for early morning cross-island buses), bicycle
racks, and parking areas. The County is in need of a multi-
modal transit hub in the Waimea area as it is the central
juncture point between Hilo and Kailua-Kona and is also a
direct link to the Kohala Coast Resort nodes. Provides
service improvements and intermodal connectivity.
Addresses public safety. Enhances quality of life. Will
facilitate travel to the eight schools in Waimea. The facility
should be at a minimum LEED-certified and ADA
compliant. Encourages alternative transportation usage,
which is a central component to reduce traffic congestion
in Waimea. To be located near the Waimea Post Office or
in another central location.
J Yoshimoto Kupulau Street Extension (end of Kupulau St. to 2 & 3 $3,600,000
(District 2) Puainako St. Extension): Work includes land acquisition,
plans and designs. Project will enhance pedestrian, ADA,
bicycle, and traffic circulation between upper Waiakea and
LfDowntown Hilo. This will also help to relieve traffic
congestion at the four-way-stop intersection of Komohana
St. and Kawailani St. This will improve public health,
safety, and quality of life.
Valerie T. Laupahoehoe Point Access Road: Repair the damaged 1 $3,500,000
Poindexter portions of the roadway that connects Highway 19 to
3 (District 1) Laupahoehoe Point. Hire a Geotechnical Engineer that
will: 1)provide recommendations to repair the existing
roadway at locations where the roadway is failing; and 2)
assess the landslide and rockfall hazards and provide
various solutions. Remove rockfall hazards.
Dru Mamo Nani Kailua Extension: To acquire right-of way and 7 $3,500,000
Kanuha construct approximately 600 feet of a new 60-foot-wide
(District 7) road to establish a new collector road between Ali`i Drive
in the vicinity of Oneo Bay to the County owned portion of
the Kuakini Highway. Work will include curbs, gutters,
sidewalks, roadside drainage improvements, street lights,
and necessary intersection improvements at both Ali`i
Drive and Kuakini Highway.
Greggor Isaac Kepo`okalani Hale Beach Park Expansion: To 3, 4, 5 & 6 $12,000,000
Ilagan design, implement and construct improvements to the park (design &
r (District 4) which improves quality of life for area residents. This park construction)
is heavily utilized as a popular surf, fish, swim and camp
spot. This development seeks to preserve and protect the
environment, address safety and security concerns, and
provide the Puna community with beach park recreational
facilities and amenities comparable to those lost when lava
from Kilauea Volcano claimed Harry K. Brown Park,
Kalapana Beach Park and Kalapana Black Sands Beach
Park in May of 1990. Recreational facilities and associated
amenities to include: construction of a large pavilion
capable of hosting larger events and parties, children's
playground equipment, additional picnic tables and
gazebos.
Zendo Kuauli Road Traffic Improvements: Create a right-turn 4, 5 & 6 $1,000,000
Kern lane from Kuauli Road onto Highway 11 in the eastern
(District 5) direction in Kurtistown. Project outcome will improve
public health, safety and quality of life.

facility with tourist information, public restrooms
(including for early morning cross-island buses), bicycle
racks, and parking areas. The County is in need of a multi-
modal transit hub in the Waimea area as it is the central
juncture point between Hilo and Kailua-Kona and is also a
direct link to the Kohala Coast Resort nodes. Provides
service improvements and intermodal connectivity.
Addresses public safety. Enhances quality of life. Will
facilitate travel to the eight schools in Waimea. The facility
should be at a minimum LEED-certified and ADA
compliant. Encourages alternative transportation usage,
which is a central component to reduce traffic congestion
in Waimea. To be located near the Waimea Post Office or
in another central location.

plans and designs. Project will enhance pedestrian, ADA,

Downtown Hilo. This will also help to relieve traffic
congestion at the four-way-stop intersection of Komohana
St. and Kawailani St. This will improve public health,
safety, and quality of life.
Valerie T. Laupahoehoe Point Access Road: Repair the damaged 1 $3,500,000
Poindexter portions of the roadway that connects Highway 19 to
(District 1) Laupahoehoe Point. Hire a Geotechnical Engineer that
'yam will: 1) provide recommendations to repair the existing
roadway at locations where the roadway is failing; and 2)
assess the landslide and rockfall hazards and provide
various solutions. Remove rockfall hazards.
Dru Mamo Nani Kailua Extension: To acquire right-of way and 7 $3,500,000
Kanuha construct approximately 600 feet of a new 60-foot-wide
(District 7) road to establish a new collector road between Ali`i Drive
4 in the vicinity of Oneo Bay to the County owned portion of
the Kuakini Highway. Work will include curbs, gutters,
sidewalks, roadside drainage improvements, street lights,
and necessary intersection improvements at both Ali`i
Drive and Kuakini Highway.
Greggor Isaac Kepo`okalani Hale Beach Park Expansion: To 3, 4, 5 & 6 $12,000,000
Ilagan design, implement and construct improvements to the park (design &
(District 4) which improves quality of life for area residents. This park construction)
is heavily utilized as a popular surf, fish, swim and camp
spot. This development seeks to preserve and protect the
environment, address safety and security concerns, and
provide the Puna community with beach park recreational
facilities and amenities comparable to those lost when lava
from Kilauea Volcano claimed Harry K. Brown Park,
Kalapana Beach Park and Kalapana Black Sands Beach
Park in May of 1990. Recreational facilities and associated
amenities to include: construction of a large pavilion
capable of hosting larger events and parties, children's
playground equipment, additional picnic tables and
gazebos.
