Hawai‘i County Council-26 November 5, 2013 <br />2:00 P.M.: STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br /> <br />NOTE: Only two minutes of testimony will be allowed. <br /> <br /> <br />ORDER OF THE DAY (SECOND OR FINAL READING) <br /> <br /> <br />Bill 113 (Draft 3): AMENDS CHAPTER 14 OF THE HAWAI‘I COUNTY CODE 1983 (2005 <br />EDITION, AS AMENDED), BY ADDING A NEW ARTICLE RELATING TO <br />GENETICALLY ENGINEERED CROPS AND PLANTS <br />Prohibits open air cultivation, propagation, development, or testing of genetically <br />engineered crops and plants. Exempts persons currently engaged in these <br />practices (except for testing) in locations where such activities have customarily <br />occurred, provided those locations are registered within 90 days of the effective <br />date of this ordinance. Also exempts current and future genetically engineered <br />papaya cultivation, propagation, and development, provided the locations of such <br />activities are registered as provided in this ordinance. Requires all persons <br />engaged in any form of cultivation, propagation, development, or indoor testing <br />of genetically engineered crops or plants to register annually and to pay a <br />registration fee for each location annually, beginning within 90 days of the <br />effective date of this ordinance. Allows the Council to grant emergency <br />exemptions.
