REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: November 5, 2013 Re: Comm. No. 474/Res.No. 194-13 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:58 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 194-13, reports as follows: <br /> Resolution No. 194-13, transmitted by Finance Director Nancy Crawford, via Communication No. 474 dated <br /> October 17, 2013, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a <br /> multi-year lease for mobile data terminals to be used by the Hawai`i County Police Department. <br /> The resolution authorizes the Mayor to enter into a three-year lease agreement for 100 mobile data terminals <br /> (MDT)to be placed in various police officers' vehicles throughout the County. The MDTs provide officers <br /> immediate access to the database to check warrants, TROs and prior arrest information, and allow officers to <br /> file reports while away from the station. <br /> A proposed amendment was circulated via Communication No. 474.1 by Council Member Ford, <br /> dated November 4, 2013. The amendment provides "that the total cost for the three (3) year lease agreement <br /> shall not exceed $482,000." Council Member Ford felt that the lease purchase amount should be provided as <br /> public information. The amendment was approved with eight ayes and one excused. <br /> Police Major James O'Connor appeared before Your Committee for questions. He stated that $200,000 is <br /> currently allocated for this year's lease; however, if Resolution No. 194-13 is approved, the lease will go out <br /> to bid and is expected to come back at a lower cost. <br /> Pursuant to Section 10-11, Hawai`i County Charter, any contract, lease or other obligation requiring payment <br /> of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or <br /> approved by resolution. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 194-13, as amended <br /> to Draft 2, and recommends its adoption. <br /> sc <br /> AYES NOES A&E EX Respectfully submitted, <br /> EOFF X <br /> FORD X COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X <br /> KERN X <br /> ONISHI X <br /> POINDEXTER X VALERIE T.
