REPORT OF THE <br /> COMMITTEE ON HUMAN SERVICES AND SOCIAL SERVICES <br /> DATE: December 3, 2013 RE: Comm. No. 520/Bill No. 150 <br /> PLACE: Council Chambers, Kona <br /> TIME: 4:40 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Human Services and Social Services,to which was referred Bill No. 150 reports as follows: <br /> Bill No. 150, transmitted by Council Member Brenda Ford, via Communication No. 520 dated November 12, 2013, <br /> is an amendment to Chapter 2,Article 13; and Chapter 11, Article 1 of the Hawaii County Code 1983 (2005 <br /> Edition, as Amended), Relating to the County Housing Agency and the Office of Housing and Community <br /> Development <br /> This Bill amends the Hawai`i County Code to: (1) clarify the powers and duties of the Housing Agency; (2) <br /> recognize the Office of Housing and Community Development(OHCD) as the administrative office charged with <br /> ensuring availability of adequate housing accommodations for Hawai`i Island; and(3) clarify the powers and duties <br /> of the Housing Administrator, who oversees OHCD and the general administration and operations of the County's <br /> housing programs. <br /> There were no statements from the public and Karen Eoff, Chair of the Human Services and Social Services <br /> Committee requested discussion on this measure. <br /> Ms. Ford indicated that the creation of this bill was a collaborative effort consisting of herself, Corporation Counsel <br /> Amy Self, and Housing Administrator Stephen Arnett. Ms. Ford further indicated that Mr. Arnett would bring <br /> minor changes forth prior to the next Council meeting. <br /> Mr. Arnett,Housing Administrator for the Office of Housing and Community Development, appeared before this <br /> Committee for comments and expressed that this bill is acceptable in its current form and that there are minor <br /> changes that he would like to include.
