WHEREAS, complications of untreated teen depressions are far-reaching and may effect <br /> many aspects of a young person's life which include; school absenteeism and decreased <br /> performance, strained relations with parents and siblings, withdrawal from peers leading to <br /> reduced support systems, emotional distress, increased chance of smoking and excess alcohol <br /> and drug use, and potential suicide; and <br /> WHEREAS, clinical depression is a serious medical illness, which affects over one <br /> million U.S. teenagers and most of the time their parents and other adults do not know they are <br /> depressed; and <br /> WHEREAS, the State of Hawai`i, Department of Health reported the following: <br /> 1. Suicides and Suicide Attempts Data Summary 1991-2012 reports an average of 170 <br /> suicides each year (about one every 2.15 days, all age groups), while another 895 <br /> were hospitalized after attempting to take their own lives. <br /> 2. Suicide was the leading cause of death in Hawai`i for 15-24 year olds in 2011, <br /> making it the leading cause of injury-related death for most age groups, all but the <br /> very young and very old outpaced car crashes, homicide, poisoning and drowning <br /> (State of Hawai`i Department of Health, <br /> http://health.hawaii.gov/injuryprevention/home/suicide-prevention/information); and <br /> WHEREAS, the conference's target group for prevention of teen dating violence, <br /> depression, and suicide will be the students, teachers, advisors, and counselors from West <br /> Hawai`i high schools, and middle schools, which the primary conference speaker will be Dr. Jill <br /> Murray from California; and <br /> WHEREAS, Contingency Relief funds from Council District 6 will be appropriated to <br /> the Office of the Prosecuting Attorney, for the Committee on Status of Women, Teen Dating <br /> Violence, Depression, and Suicide Prevention conferences which will be held at Pahala High <br /> School and Konawaena High School; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> following amount is hereby transferred/appropriated as set forth below: <br /> FUND: General <br /> AMOUNT OF <br /> APPROPRIATION: $10,000 <br /> OUT AND FROM: <br /> 010.101.5101.91 Clerk-Council SVC —Contingency Relief $10,000 <br /> 2 <br />
