MEMORANDUM OF UNDERSTANDING <br /> Between <br /> U.S. FISH AND WILDLIFE SERVICE <br /> BIG ISLAND NWR COMPLEX <br /> and <br /> HAWAII FIRE DEPARTMENT <br /> Expiration Date: December 31, 2019 <br /> This memorandum of understanding is entered into between the U.S. Fish and Wildlife Service (Service) and <br /> Hawaii Fire Department for the purpose of supporting wildland and structural firefighting services provided by <br /> the Hawaii Fire Department on lands withing the boundaries of the Big Island National Wildlife Refuge <br /> Complex which includes lands at Hakalau Forest NWR and Kona Forest NWR(Attachment A),and to provide a <br /> public benefit through US Fish& Wildlife Service support and assistance. <br /> The objective of this agreement is to identify the terms and conditions under which the purpose will be carried <br /> out. <br /> Authority for the Service to participate in this Memorandum of Understanding (MOU) is provided in the Fish <br /> and Wildlife Act of 1956 (16 USC 742) and the Fish and Wildlife Coordination Act(16 USC 661-667). The <br /> Cooperator enters this agreement pursuant to the authority provided by the regulations governing the Hawaii <br /> Fire Department. <br /> The parties hereto agree as follows: <br /> The Hawaii Fire Department will: <br /> 1) Respond immediately upon notification by any individual or agency of a wildland or structural fire on <br /> Service lands. <br /> 2) Provide as available,the manpower, equipment and expertise for suppression of wildland fires on <br /> Service lands under the direction of the Cooperator Fire Chief and in cooperation with the Refuge <br /> Manager. <br /> 3) Provide as available, the manpower, equipment and expertise for suppression of structural fires on <br /> Service lands under the direction of the Cooperator Fire Chief and in cooperation with the Refuge <br /> Manager. A list of structures on the Refuge is included as Attachment B. <br /> 4) Request suppression assistance from State and Federal agencies for large fires on Service lands if the <br /> Cooperator is unable to provide sufficient manpower and equipment to extinguish the fire. <br /> 5) At the first indication of a wildland fire(or other emergency) on Service lands, provide immediate <br /> notification to the Refuge Manager at the telephone number listed below. <br /> The Service will: <br /> 1) Provide available staff and equipment to suppress fires on Service lands at the request of the Hawaii Fire <br /> Department. <br /> 2) Delegate command authority to the Cooperator Fire Chief or his designee during wildland and structural <br /> fire suppression activities by the Cooperator on Service lands. <br /> 3) Provide advice to the Cooperator Fire Chief relative to best access route to the fire, location of roads and <br /> natural features that might service as fuel breaks, location of water sources on or near the Refuge, fuel <br /> types on the Refuge, areas with particular resource value and deserving of special protection, etc. <br /> 4) Reimburse the Cooperator and assist State agencies for firefighting services at prevailing rates. <br /> MOU Template-March 2012 <br />
