REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: December 17, 2013 Re: Comm. No. 545/Res. No. 240-13 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:17 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 240-13, reports as follows: <br /> Resolution No. 240-13, transmitted by Mayor William P. Kenoi, via Communication No. 545 dated <br /> November 25, 2013, commits to funding the cost items awarded by arbitration to Hawai`i Fire Fighters <br /> Association Bargaining Unit 11 and employees excluded from Bargaining Unit 11 for the contract <br /> period July 1, 2011 through June 30, 2017. <br /> Cost items presented are across-the-board increases, step movements, continuation of the Rank for Rank <br /> program and temporary change of station pay. The total increase in costs to the County through fiscal <br /> year 2017-18 would be $33,479,938. <br /> Fire Chief Darren Rosario appeared before Your Committee and explained the details of the contract <br /> arbitration. He stated that the employer and the union worked together to come to a well-deserved <br /> agreement. The contract is a six year contract, projected out to 2017. <br /> Deputy Finance Director Deanna Sako appeared before Your Committee for questions. She explained <br /> that in FY 2014, the Fire Department employees will be getting an across-the-board increase of two <br /> percent twice, along with step movements and catch-up step movements to make up for the prior two <br /> years that they did not have a contract. As for FY 2017, Ms. Sako noted that instead of two,two percent <br /> increases, they will receive a five percent increase. <br /> Pursuant to Section 89-11(e) and(g) of the Hawai`i Revised Statutes relating to collective bargaining <br /> require that in the case of a"final and binding" decision by an arbitration panel, "[a]11 items requiring <br /> any moneys for implementation shall be subject to appropriations by the appropriate legislative bodies. <br /> Pursuant to provisions from Section 89-11, Hawai`i Revised Statutes, Union and Employer positions <br /> were heard before an arbitration panel for BU 11, HFFA. <br /> FC Report No. 117 <br />
