No. 550/Bill No. 160 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:17 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 160, reports as follows: <br /> Bill No. 160, transmitted by Council Member Brenda Ford, via Communication No. 550 dated <br /> November 26, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as <br /> follows: <br /> PARKS AND RECREATION <br /> Kahuku Park Main Water Line Improvements $ 150,000 <br /> (110.599.5598.91) <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligation Bonds, Capital Projects Fund—Fund Balance and/or $ 150,000 <br /> Other Sources <br /> The proposed bill adds the Parks and Recreation Kahuku Park Main Water Line Improvements <br /> project for $150,000 to the Capital Budget. Currently, there is no county water at the Kahuku Park <br /> and water is being hauled for restrooms, drinking water, and irrigation. The park is in very poor <br /> condition with no grass and is unplayable for adults and children. The community has committed to <br /> bringing the water line across the park to the existing tank for irrigation purposes. Funds would be <br /> used to plan and construct a main water line from Ocean View Well Number One to Kahuku Park. <br /> Council Member Ford spoke in support of Bill No. 160. She stated the purpose for the project <br /> addition is to get it on the bond list in the hopes that if funds become available this project could be <br /> considered for District 6. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 118 <br />
