No. 581/Bill No. 171 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 171, reports as follows: <br /> Bill No. 171, transmitted by Finance Director Nancy Crawford, via Communication No. 581 dated <br /> December 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as <br /> follows: <br /> PUBLIC WORKS <br /> Mohouli Senior Housing Traffic Signal - Private $500,000 <br /> (110.388.5381.15) <br /> Funds for this appropriation increase shall be provided from: <br /> Private Contributions $500,000 <br /> The proposed bill adds the Public Works Mohouli Senior Housing Traffic Signal - Private project <br /> for $500,000 to the Capital Budget. Funds for this project shall be provided from Private <br /> Contributions (Mohouli Senior Phase 1, LLLP), and would be used for a proportionate share of the <br /> cost for design and construction of the traffic signal. <br /> Public Works Deputy Director Brandon Gonzales appeared before Your Committee for questions. <br /> He stated the money will be for the portion of the Mohouli Senior Phase I project where a drive-in <br /> tie into Mohouli Street may possibly need a traffic signal in the future. <br /> Council Member Onishi and Yoshimoto discussed concerns about the 45 mph speed limit on <br /> Mohouli Street. Deputy Director Brandon Gonzales stated that there are no plans to lower it at this <br /> time; however, it may be considered in the future. Furthermore, he stated that there are no plans <br /> currently for the intersection mauka of the senior center. <br /> Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget <br /> for that year with a two-thirds vote. <br /> FC Report No. 121 <br />
