No. 583/Bill No. 173 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 2:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Bill No. 172, reports as follows: <br /> Bill No. 173, transmitted by Finance Director Nancy Crawford, via Communication No. 583 dated <br /> December 18, 2013, amends Ordinance No. 13-66, as amended, relating to public improvements <br /> and financing thereof for the fiscal year July 1, 2013 to June 30, 2014. The amendment is as <br /> follows: <br /> PUBLIC WORKS <br /> Puna CDP Roads Projects—County $400,000 <br /> (110.388.5380.07) <br /> Funds for this appropriation increase shall be provided from: <br /> General Obligations Bonds, Capital Projects Fund - Fund Balance $400,000 <br /> and/or Other Sources <br /> The proposed bill adds the Public Works Puna Community Development Plan (PCDP) Road <br /> Projects - County project for $400,000 to the Capital Budget. Funds would be used to plan, design, <br /> or construct projects described in the PCDP. <br /> Council Member Ilagan spoke in support of Bill No. 173; however, he questioned how this project <br /> came together to be brought before council. Mr. Ilagan brought forth his concerns, and the concerns <br /> of the Hawaiian Paradise Park community regarding the Puna Makai Alternative Route (PMAR). <br /> The biggest concern is where it will be built and the cost to construct it. <br /> Council Member Kern also spoke in support of Bill No. 173 and expressed his thanks to the Public <br /> Works Department in their efforts to help improve the community's quality of life. <br /> Public Works Deputy Director Brandon Gonzales appeared before Your Committee and explained <br /> that this project is the result of the monthly meetings with Council Member Kern and Ilagan with <br /> the Public Works Department; the needs of the community; and the desire for connectivity between <br /> subdivisions. The CDP process has identified a section for conservation and connectivity; <br /> therefore, Public Works can provide funding for various road projects. <br /> FC Report No. 123 <br />
