�J+tY.oF Mme' <br />COUNTY OF HAWAII STATE OF HAWAII <br />rpt! cF,M►�' <br />RESOLUTION NO. 2S5 14 <br />A RESOLUTION TO AMEND THE RULES OF PROCEDURE AND ORGANIZATION <br />OF THE COUNCIL OF THE COUNTY OF HAWAII BY AMENDING RULE NO. 4, <br />OFFICERS AND THEIR DUTIES, RELATING TO REFERRAL OF MATTERS <br />RECEIVED BY THE COUNCIL CHAIRPERSON. <br />WHEREAS, the Rules of Procedure and Organization of the Council of the County of <br />Hawaii ("the Rules") govern the affairs of the Council of the County of Hawaii ("Council"); <br />and <br />WHEREAS, Rule No. 4, "Officers and Their Duties," is amended by adding language <br />that would allow the Council Chairperson to determine what items must be referred to the <br />Council or proper Committee Chairperson and to have the discretion to decline referral of non- <br />legislative matters (e.g., reports and communications); and <br />WHEREAS, currently all Hawaii County Council and Committee meetings are <br />available for participation and viewing by the public either in person or via videoconferencing at <br />three remote and two permanent sites; and <br />WHEREAS, the estimated cost of each Council and Committee meeting including <br />videoconferencing, wages, and other fixed costs is $6.00 per minute; and <br />WHEREAS, this resolution promotes efficiency and fiscal responsibility; and <br />WHEREAS, language in Rule No. 4 to be deleted is bracketed and stricken and language <br />to be added is underscored, as indicated in the attached Exhibit A; now, therefore, <br />
