JNZV Os.....•• <br /> COUNTY OF HAWAII • ��" % •` STATE OF HAWAII <br /> . 7TE Gf•N�,� <br /> RESOLUTION NO. 301 1.4 <br /> A RESOLUTION URGING THE HAWAII STATE LEGISLATURE TO PASS SENATE <br /> BILL NO. 2585 AND HOUSE BILL NO. 2152,WHICH APPROPRIATE FUNDS TO THE <br /> PACIFIC INTERNATIONAL SPACE CENTER FOR EXPLORATION SYSTEMS AND <br /> AUTHORIZE THE ISSUANCE OF GENERAL AUTHORIZATION BONDS FOR A <br /> HEADQUARTERS FACILITY. <br /> WHEREAS, Senate Bill No. 2585 and House Bill No. 2152 appropriate $1,375,738 for <br /> the Pacific International Space Center for Exploration Systems (PISCES) and authorize the <br /> issuance of$1,500,000 in general obligation bonds for the acquisition of land for a PISCES <br /> headquarters facility; and <br /> WHEREAS, PISCES promotes economic development for Hawai`i Island and the State <br /> of Hawai`i; and <br /> WHEREAS, PISCES will lead the development of methods to fabricate basaltic-based <br /> construction materials through three-dimensional printing as an alternative to cement; and <br /> WHEREAS, PISCES will develop the technology to survive in deep space by extracting <br /> potable water from the surface of other worlds and converting it into oxygen and rocket fuel, <br /> using Hawai`i basalt as a test material; and <br /> WHEREAS, PISCES will provide infrastructure improvements for an existing planetary <br /> analog test site that will support international teams in their effort to test technology for human <br /> robotics missions on the moon and Mars; and <br /> WHEREAS, PISCES will work with three Hawai`i high schools and NASA to develop a <br /> lunar dust removal experiment that will be flown on a Google Lunar X-Prize mission in 2015 to <br /> the moon; and <br /> WHEREAS, PISCES will host an international robotics mining competition in summer <br /> 2014; and <br /> WHEREAS, PISCES will acquire land to develop a testing and checkout facility to <br /> accommodate space hardware assembly, software loading, and other analyses before testing <br /> them at field sites across Hawai`i; and <br /> WHEREAS, the funds appropriated and authorized by Senate Bill No. 2585 and House <br /> Bill No. 2152 will support economic and workforce development and STEM education while <br /> establishing PISCES as a world-class center for space exploration; now, therefore, <br />
