Ford, Council Member, District 6 <br /> U <br /> SUBJECT: Discussion and Formation of an Ad Hoc Committee Relating to the <br /> Volcano-Pahoa Emergency Road Project. <br /> The purpose of this communication is to request the formation of an ad hoc committee relating to <br /> the Volcano-Pahoa Emergency Road Project. <br /> • <br /> Pursuant to Hawai`i Revised Statutes §92-2.5 "Permitted interaction s of members" and Council <br /> Rule No. 7 Ad Hoc Committees, I request formation of an Ad Hoc Committee. The committee <br /> will be limited in scope to review, assess, and make recommendations as appropriate for the <br /> emergency route from Volcano to Pahoa or any other emergency route in Ka`u. <br /> The District of Puna(Districts 3, 4, 5, and 6) is the district with the highest possible risk of <br /> danger due to the active volcano, potential geothermal hazards, highway accidents, or any other <br /> disaster, and there is only a single major road into and out of the area. Any of these hazards <br /> could block a state highway slowing a necessary evacuation. The various communities of Ka`u <br /> have expressed their concerns through the Ka`u Community Development Plan, in public <br /> meetings, and to some Council Members. These members of the public feel a need to have the <br /> County work with the communities to designate a route(s) utilizing existing roads, create <br /> connections, if necessary, and maintain designated emergency roads to allow the public to reach <br /> safety in the event that the highway is blocked for any reason. <br /> Please refer this communication to the Committee on Public Safety and Mass Transit meeting <br /> that is scheduled for March 18, 2014. I estimate thirty minutes for the discussion and formation <br /> of the Ad Hoc Committee. <br /> BJF/dkr/la <br /> Comm. o.
