REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: February 18, 2014 Re: Comm.No. 669 <br /> PLACE: Council Chambers <br /> Kona, Hawaii <br /> TIME: 4:07 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 669, reports as follows: <br /> Communication No. 669, transmitted by Mayor William P. Kenoi, dated January 30, 2014, requests review <br /> and favorable recommendation of the nomination of Ms. Ida H. Otake to the Merit Appeals Board. <br /> Ms. Otake is a lifelong resident of Hawai`i. In 2009, she retired from the State of Hawai`i Department of <br /> Health after 42 years of service. She is a past member and chair of the North Hawai`i Coalition Against <br /> Drugs and the Kohala Coalition Against Drugs. She has also served as a member of the State Health <br /> Planning Development Agency— Sub Area Council and the Native Hawaiian Health Task Force. Ms. Otake <br /> states that she is not affiliated with any political party. If confirmed, she will serve a term to expire on <br /> December 31, 2016. <br /> Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided background <br /> information, expressed the Mayor's support, and requested Council's favorable action of this appointment. <br /> Ms. Otake stated that she would like to give back to the community now that she is retired. <br /> Council Members Wille and Poindexter expressed their support of the nominee's appointment to the Merit <br /> Appeals Board. <br /> Ms. Otake is not required to be present at full Council for final confirmation. <br /> Pursuant to Hawai`i Revised Statutes, Sections 76-14, 47, 51, 71, 75 and Hawai`i County Charter Section <br /> 7-1.2.(a), there shall be a Merit Appeals Board, consisting of five members who shall be appointed by the <br /> Mayor and confirmed by the Council. <br /> Your Committee on Finance is in accord with the purpose and intent of Comm.
