COUNTY OF HAWAII V STATE OF HAWAII <br />,rf pf•Nf,.f <br />RESOLUTION NO. 3117 ' 4 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT FOR SHIPPING OF BOOKS FOR CREATING <br />READERS IN BABIES. <br />WHEREAS, the Creating Readers in Babies (C.R.I.B.) is an award-winning children's <br />literacy non-profit program that distributes books through 4-H Clubs in Kona to every newborn <br />child at the Kona Community Hospital and has done so for the past ten years; and <br />WHEREAS, the Twinkling Stars 4-H Club has been recruited by C.R.I.B. for the <br />distribution of these books and needs funds to pay for shipping; and <br />WHEREAS, C.R.LB. and 4-H Clubs in Kona understand the importance of developing <br />reading skills at an early age specifically through the intonation and inflection of reading aloud <br />which enhances the bond between parent and newborn; and <br />WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to <br />the Department of Liquor Control to help pay for shipping cost associated with these books; <br />now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />following amount is hereby transferred/appropriated as set forth below: <br />FUND: GENERAL <br />AMOUNT OF <br />APPROPRIATION: $1,000 <br />OUT AND FROM: <br />010.101.5101.91 Clerk -Council SVC — Contingency Relief $1,000 <br />CREDITED TO: <br />010.251.5251.39 Department of Liquor Control $1,000 <br />Public Programs <br />115 Misc.
