JMSY Oi M��. <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RESOLUTION NO. 326 a 4 <br /> A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br /> AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br /> DESIGNATED FUND ACCOUNT FOR THE 2014 HONOKA`A WESTERN WEEK <br /> FESTIVAL. <br /> WHEREAS, Honoka`a Western Week festival is a celebration of paniolo culture that <br /> fosters a true sense of community, tradition, and pride; and <br /> WHEREAS, this annual event has been attended by thousands of Hawai`i Island <br /> residents and visitors and has increased economic tourism for Hawai`i Island by promoting <br /> Honoka`a town as a tourist destination; and <br /> WHEREAS, the Honoka`a Western Week festival will educate and bring awareness of <br /> the rich and diverse cultural resources of Hawai`i Island, making positive contributions to the <br /> quality of life for its residents and visitors; and <br /> WHEREAS, events and activities during the week-long festival include a parade, arts <br /> and crafts, block party, food booths, hula competition, performances, rodeo, historical photo <br /> displays, and paniolo music; and <br /> WHEREAS, the 2014 Honoka`a Western Week festival will take place during the 20-year <br /> commemoration of the closing of the Hamakua Sugar Company and is being organized and <br /> sponsored by the Honoka`a Business Association and the Hawai`i County Department of Parks <br /> and Recreation, Culture Education Division; and <br /> WHEREAS, Contingency Relief funds from Council District 1 will be appropriated to <br /> the Department of Parks and Recreation, Culture Education Division, to help fund the 2014 <br /> Honoka`a Western Week festival; now, therefore, <br />
