No. 702/Res.No. 316-14 PLACE: Council Chambers Kona, Hawai`i TIME: 3:50 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 316-14, reports as follows: Resolution No. 316-14, transmitted by Finance Director Nancy Crawford, via Communication No. 702 dated February 18, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year agreement for managed services for internet firewalls for the Department of Information Technology. The resolution authorizes the Mayor to enter into a three-year agreement with Hawaiian Telcom to monitor and maintain the County's internet firewalls and network security at the West Hawaii Civic Center and at Civil Defense Agency located in Hilo. Council Member Ford noted that there was no cost reported within the resolution. Deputy Finance Director Deanna Sako and Information Technology Director Don Jacobs appeared before Your Committee for questions. Ms. Sako did not have the exact figures of the agreement; however, she did state that she would provide the Council the cost information before the next Council meeting. Mr. Jacobs was able to provide an estimation of$25,000 annually to maintain firewalls. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution. Your Committee on Finance is in accord with the purpose and intent of Resolution No. 316-14, and recommends its adoption.
