REQUEST:
Requesting a bill for an ordinance to appropriate $1,521,232.00 for the Program Year(PY) 2014 Workforce
Investment Act (WIA) to fund the following activities:
Administration/Planning ($152,121.00)
Adult Program ($495,316.00)
Dislocated Worker Program ($405,276.00)
Youth Program ($468,519.00)
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects anticipated funding allocations by the Department of Labor and Industrial
Relations for the PY14 WIA program. These funds will be utilized to assist adults, dislocated workers and
youth by providing services that will train individuals to increase employment, retention, earnings, skills and
literacy and thereby improving the quality of the workforce, reducing welfare dependency and enhancing the
productivity and competiveness of the local economy.
The Office of Housing and Community Development (OHCD) is requesting approval of the attached
appropriation ordinance by the Finance Committee, and its recommendation for adoption by the Hawaii
County Council. The OHCD emphasizes that no County General Funds are involved in these transactions.
The ordinance merely sets up the proper accounts to receive and expend the WIA funds.
SIGNED: t! 611%, DATE: 3I-kIt'
Department Head
