No. 767/Bill No. 226 PLACE: Council Chambers Hilo, Hawai`i TIME: 1:50 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawaii 96720 Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 226, reports as follows: Bill No. 226 transmitted by Council Member Zendo Kern, via Communication No. 767 dated February 27, 2014, amends the Hawaii County Code, Chapter 24, Article 10, Division 3, Section 24-298, to add all unpaved roads and unpaved sections of roads in the Orchidland Estates Subdivision to Schedule 2 (15 mile per hour limit), and adds all paved roads and paved sections of roads on the Orchidland Estates Subdivision to Schedule 4 (25 mile per hour limit), both in Subsection (g), Puna. The purpose of this ordinance is to establish speed limits for the Orchidland Estates Subdivision so that speed limits can be properly enforced by the police. Mr. Wesley Owens, community member in Orchidland Estates Subdivision, testified in support of this measure. Committee Member Zendo Kern also spoke in support of this measure. Committee Member Greggor Ilagan, in response to Committee Member Dennis Onishi's question, confirmed that speed limits are also enforced on private unpaved roads in Paradise Park. Committee Member Brenda Ford stated that an existing section of the Hawaii County Code already covers speed limits on private streets for as long as the street is listed in the code and speed signs are put up for proper enforcement by the police.
