No. 347-14 PLACE: Council Chambers Hilo, Hawaii TIME: 9:27 a.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 347-14, reports as follows: Resolution No. 347-14, transmitted by Finance Director Nancy Crawford, via Communication No. 751 dated March 12, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal year for a multi-year agreement with the Boys and Girls Club of the Big Island and with Goodwill Industries of Hawaii, Inc., to implement the Hawaii Teen Outreach Program (HITOP). The resolution authorizes the Mayor to enter into a two-year agreement to implement HITOP through the Prosecutor's Office. Federal funds would be provided to the Boys and Girls Club and Goodwill Industries in an amount of approximately $67,000 per year. Council Member Ford spoke in support of the resolution; however, she requested that information be sent to the council members regarding what programs and services would be provided island-wide by the Boys and Girls Club of the Big Island. Ms. Ford wants to be sure that some of the programs are serving the west side of the island. Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be made or approved by resolution.
