Hoffee, II <br />TMK:(3) 6-9-007:15 <br />'Anaeho'omalu <br />District of South Kohala, Island, County and State of Hawaii <br />SUPPORTING DOCUMENT <br />I. GENERAL BACKGROUND <br />A. Applicant's Interest in the Property. Applicant John W. Hoffee, II is the <br />Trustee of the John W. Hoffee II Declaration of Trust dated April 5, 1993, owner of the property <br />for which the change of zone application is being sought. <br />B. Change of Zone Requested. The applicant is seeking a change of zone for the 10 <br />acre parcel of land to be rezoned from Open (0) to Resort -Hotel (V-100). <br />C. Location and Legal Description of the Property. The project site, containing <br />an area of approximately 10 acres, is situated along the western coast of the island of Hawaii, <br />at 'Anaeho'omalu, South Kohala, Island, County and State of Hawaii. (See location map, <br />Exhibit 1). The shoreline parcel is located immediately south and adjacent to the Waikoloa <br />Beach Resort complex, and is more particularly identified as Tax Map Key parcel <br />(3) 6-9-007:015. (See tax map, Exhibit 2). In addition, the project site's southern boundary runs <br />along the southern boundary of the South Kohala District where it abuts the North Kona district. <br />The project site is also commonly known as the Parker Ranch recreational area. A metes and <br />bounds description of the area sought to be rezoned is attached hereto as Exhibit 3. <br />D. Proposed Development and Reasons for Requesting Change of Zone. The <br />applicant is seeking the rezoning of the subject property in order to develop a single-family resort <br />dwelling, and accessory caretaker's quarters, tennis court and open air pavilion. Although only <br />two dwelling units are presently proposed for the property, the applicant is seeking a zoning <br />designation which would permit up to four resort -residential dwelling units on the ten acre <br />parcel. Four such units or lots would be the maximum number that could be accommodated <br />under the water agreement with Waikoloa Resort Utilities, Inc., as further explained below. <br />The subject property was previously used as a private beach and campsite for <br />Parker Ranch employees, also known as the Parker Ranch recreational area. The existing <br />recreational pavilion is located approximately 400 feet inland of the beach, and lies adjacent to <br />the south side of the large anchialine pond.
