These <br />ponds will be integrated into the development design. Direct or indirect impacts on the <br />ponds will be negligible. Several archaeological surveys were conducted on the property, <br />and preservation and/or recordation of the sites will be required. <br />The existing Waikoloa Beach Resort Public shoreline access parking and <br />pathways are in place at the south end and in the middle of the Waikoloa Beach Resort, <br />through Lot 2, File Plan 1853. Access is also provided to the northern end of <br />Anaehoomalu Bay along the north side of the Royal Waikoloan Hotel (Lot 8, File Plan <br />1562). Mauka-makai public accesses, as well as lateral access, to and along the shoreline <br />are already provided within the Waikoloa Beach Resort area. There are no major trails <br />traversing the applicant's property. However, the specific treatment for trails and other <br />features designated for preservation would be determined as part of the archaeological <br />approval process in conjunction with the requirements of the Department of Land and <br />Natural Resources - Historic Preservation Division and other applicable governmental <br />agencies, boards and commissions. <br />The proposed Change of Zone would not expand development in the area. <br />Impacts associated with this four unit development such as historical, visual, traffic, <br />drainage and design concerns have been previously assessed and will be mitigated <br />through conditions of approval. Therefore, the request would not unreasonably burden <br />the public agencies to provide roads and streets, sewers, water, drainage, school <br />improvements and police and fire protection. The infrastructural impacts are the same as <br />previously assessed under the Waikoloa Beach Resort. The proposed zone change would <br />allow for uses which complements the resort use established in this area by the Waikoloa <br />Beach Hotel. <br />Based on the above findings, approval of the Change of Zone request from Open <br />(0) to Hotel -Resort (V -2a) zoned district would result in an appropriate land use pattern <br />and further the public convenience, necessity and general welfare. <br />For your favorable consideration, an amendment to Section 25-95G, the Puako-Anaehoomalu <br />Zone Map, of the County Zoning Code is transmitted. <br />
