• If supported, the committee would be making a recommendation <br /> to the County Council <br /> Mr Sitko responded <br /> • Mass appraisal for commercial properties would need a five <br /> year base of sales of commercial properties and information on <br /> them <br /> • Probably the hardest thing to acquire would be actual income <br /> and expense statements from owners <br /> • Would need to work with the local commercial appraisers and <br /> the bankers to start acquiring data <br /> • Decision needs to be made as to what units will be utilized to <br /> value particular properties <br /> • It would take about three years before they actually start getting <br /> realistic values out of it due to having only one commercial <br /> appraiser <br /> • The appraiser would have to take a look at these properties as <br /> part of the cyclical re-evaluation but would need to collect the <br /> specific data on the property as well as getting the data on what <br /> is considered a good income stream from those other sources <br /> and put them all together <br /> Ms Wille questioned if the committee wanted it done in two years, <br /> what would the department be required to do <br /> Mr Sitko stated <br /> • They have only one commercial appraiser <br /> • May need to consider contracting out or getting a step-up on <br /> that to get it moving forward <br /> Ms Wille stated <br /> • How can the County be fair as this is an area that has a <br /> disadvantage to the County because they are not able to deal <br /> with appeals and be on the same playing field as the owners <br /> • In favor of moving on this and figuring out the options in terms of <br /> time <br /> • Could it be done in steps? <br /> Mr Sitko responded <br /> • They could concentrate on the hotels first which are probably <br /> the larger income items <br /> • Probably the big box warehouses are what they would like to do <br /> after due to the composition of what is here on island Most of <br /> the industrial areas are basically warehouse type structures, <br /> Ms Wille questioned whether Mr Sitko mentioned golf courses as an <br /> item <br /> Mr Sitko responded <br /> • Golf courses could also be done but hotels are what they were <br /> looking at <br /> • That is something he would need to consider because they <br /> have to treat all of the classes the same way <br /> • Yes, they could break it down <br />
