REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: April 15, 2014 Re: Comm. No. 783/Bill No. 231 <br />PLACE: Council Chambers <br />Kona, Hawaii <br />TIME: 1:39 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Bill No. 231, reports as follows: <br />Bill No. 231, transmitted by Finance Director Nancy Crawford, via Communication No. 783 <br />dated March 28, 2014, adopts a pay plan for persons employed by the County other than those <br />whose pay is otherwise provided for, designates payroll periods, pay days, prescribes <br />requirements with respect to official fidelity bonds, and repeals Ordinance No. 13-50 and all <br />amendments thereto, said ordinance to be known as the Salary Ordinance of 2014. <br />This measure also covers other matters relating to the compensation and temporary employment <br />of County employees. <br />Proposed amendments were transmitted via Communication No. 783.1 by Council Member <br />Brenda J. Ford, dated April 14, 2014. The amendment to Bill No. 231 amends section 3(B) by <br />increasing the affected pay grades by 5% for the Legislative Branch. The amendment was <br />approved with seven ayes and two noes. <br />Several Council Members spoke in support of the amendment; however, Council Members <br />Onishi and Poindexter do not support the bill or the amendment. <br />Human Resources Director Sharon Toriano appeared before Your Committee for questions. She <br />explained the differences between appointed positions and civil service position salaries. She <br />informed the council that the civil service collective bargaining negotiation process determines if <br />a pay scale increase is across the board, by a given percent, or by step movements. Years of <br />service are recognized in factoring pay increases. <br />Pursuant to Article III, Section 3-13, Hawaii County Charter, interim amendments to the <br />ordinance establishing the pay plan for the County may be by resolution of the Council provided <br />a revised Salary Ordinance is enacted at least once annually. <br />FC Report No. 159 <br />
