BRPDInitiatedDowntownHi loBillCorrect.doc-1/07/14 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND AND RECOMMENDATION <br /> INITIATOR- PLANNING DIRECTOR <br /> AMENDING CHAPTER 25 (ZONING CODE), ARTICLE 4,DIVISION 5, <br /> SECTION 25-4-51 OF THE HAWAII COUNTY CODE 1983 (2005 EDITION, <br /> AS AMENDED), RELATING TO REQUIRED NUMBER OF PARKING SPACES <br /> The Planning Director has initiated an amendment to Chapter 25 (Zoning Code), <br /> Article 4, Division 5, Section 25-4-51 of the Hawaii County Code 1983 (2005 Edition, <br /> as amended),relating to the required number of parking spaces. The purpose of this bill <br /> is to rectify an unintended revision to Section 25-4-51 of the Hawaii County Code where <br /> the enactment of Ordinance No. 13-95 (CDH density and parking bill)inadvertently <br /> repealed amendments to Section 25-4-51 contained in Ordinance No. 12-91 regarding <br /> funeral homes, funeral services, mortuaries and crematoriums. This draft bill restores the <br /> provisions of Ordinance No. 12-91. <br /> BACKGROUND <br /> 1. June 27, 2012—Effective date of Ordinance No. 12-91 (Exhibit A), that amends <br /> Articles 1 and 5 of the Zoning Code relating to Zoning District regulations for <br /> crematoriums, funeral homes, funeral services and mortuaries to provide for equality <br /> in application of code and permitting requirements for all of these uses. <br /> 2. September 27, 2013 —Effective date of Ordinance No. 13-95 (Exhibit B),that <br /> amends Article 7, Division 2 (Special District Regulations for the Downtown Hilo <br /> Commercial zoning district)of the Zoning Code by: <br /> a. allowing for a increase in the maximum residential density permitted within the <br /> CDH zoning district from its current 1,000 square feet of land area per unit to a <br /> proposed 500 square feet of land area per unit, potentially doubling the residential <br /> density in Downtown Hilo Commercial zoning district. <br /> b. providing a parking requirement in the CDH zoning district of one (1) parking <br /> stall per residential unit for those double or multiple family residential projects <br /> that achieve a maximum density of 500 square feet of land area per unit. <br /> Currently, there is no parking requirement for any use within CDH zoning district <br /> bordered bounded by Kino`ole and Ponahawai Streets and the Wailuku River. <br /> -1- RE: Bill 237/Comm. 817 <br />
