REPORT OF THE <br />COMMITTEE ON FINANCE <br />DATE: April 30, 2014 Re: Comm. No. 828/Res. No. 391-14 <br />PLACE: Council Chambers <br />Kona, Hawai i <br />TIME: 10:50 a.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Finance, to which was referred Resolution No. 391-14, reports as follows: <br />Resolution No. 391-14, transmitted by Finance Director Nancy Crawford, via Communication No. 828 <br />dated April 14, 2014, authorizes the payment of funds of a later fiscal year and of more than one fiscal <br />year for a multi-year lease for one copy machine for the Department of Parks and Recreation. <br />The resolution authorizes the Mayor to enter into a five-year lease agreement for a copier to be used by <br />the Elderly Activities Division at the Kamana Senior Center in Hilo. <br />Council Member Ford noted that there was no cost reported within the resolution. She stated that she <br />would be voting "noe" on the resolution because she feels that the public is entitled to transparency. <br />Ms. Ford explained that there should be a "not to exceed" amount within the resolution. Council <br />Member Kanuha agreed with her. <br />Finance Director Nancy Crawford appeared before Your Committee for questions. She stated that a cost <br />presented in a resolution would give the sealed bid process an unfair advantage to the bidders during <br />procurement. She provided that a history of costs for goods could be looked up in the budget for <br />reference, if needed. <br />Council Members Kern and Poindexter spoke in support of the sealed bid process and felt presenting a <br />cost in resolutions would be ethically wrong from a public perspective. <br />Council Member Onishi spoke in support of the resolution and stated that the Kamana Senior Center is <br />very much in need of a heavy duty copier. <br />For informational purposes, Council Member Kanuha voted "kanalua" then "aye." <br />Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation requiring <br />payment of funds from the appropriations of a later fiscal year or of more than one fiscal year shall be <br />made or approved by resolution. <br />FC Report No. 165 <br />
