REPORT OF THE <br />COMMITTEE ON PLANNING <br />REGARDING: Communication No. 819/Bill No. 239 <br />DATE: April 30, 2014 <br />LOCATION: Council Chambers, Kona, Hawaii <br />TITLE: An Ordinance amending the County of Hawaii General Plan, as <br />adopted by Ordinance No. 05-25, as amended, relating to the <br />comprehensive review of the general plan (Planning Director <br />Initiated). <br />EXPLANATION: The purpose of the bill is to allow a comprehensive review of the <br />General Plan to be initiated by the Planning Department no more <br />than 10 years after adoption of the previous comprehensive <br />amendments, rather than to be submitted to the County Council <br />within that timeframe. <br />AMENDMENTS <br />RECOMMENDATION <br />ZK/dkj <br />Some members were concerned that the bill would result in a <br />longer time between approval of comprehensive general plan <br />updates. Concern was also expressed that while the bill sets forth <br />a timeframe for initiation of the comprehensive review, there is no <br />mention of a timeframe for completion. <br />Comm.
