L •4 COUNTY OF HAWAII _• STATE OF HAWAII RESOLUTION NO. 427 14 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM THE DESIGNATED FUND ACCOUNT AND CREDITING THE SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO CHILD & FAMILY SERVICE TO PURCHASE THERAPEUTIC MATERIALS USED IN THEIR SEXUAL ABUSE TREATMENT SERVICES PROGRAM. WHEREAS, sexual abuse victims often need psychological care and support that extends beyond the crisis phase; and WHEREAS, Child & Family Service, a 501(c)(3) nonprofit organization, is staffed with specially-trained professional counselors who provide comprehensive post-crisis care that meet the sensitive needs of sexual abuse victims and their families; and WHEREAS, the Sexual Abuse Treatment Services (SATS) program at Child & Family Service provided services to 95 individuals on Hawaii Island during 2013; and WHEREAS, various therapeutic tools and materials utilized by Child & Family Service are a vital component of the SATS program and essential to the recovery process for sexual abuse victims; and WHEREAS, assistance with funding for materials used in the SATS program is needed for Child& Family Service to continue serving victims in the Hawaii Island community; and WHEREAS, pursuant to Section 2-139(a)(2) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, or event for which the grant shall be used; and WHEREAS, Contingency Relief funds from Council District 5 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Child & Family Service to purchase therapeutic materials used in their SATS program; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the following amount is hereby transferred/appropriated as set forth below:
