Of M!!y COUNTY OF HAWAII STATE OF HAWAII qTf O•i•M�'� RESOLUTION NO. 431 14 A RESOLUTION TO REPLACE RESOLUTION NO. 355-14 AND TO APPOINT A NEW HAWAII COUNTY COUNCIL REPRESENTATIVE AND ALTERNATE REPRESENTATIVE TO THE HAWAII STATE ASSOCIATION OF COUNTIES EXECUTIVE COMMITTEE AND TO NOMINATE NEW REPRESENTATIVES TO THE WESTERN INTERSTATE REGION BOARD OF DIRECTORS AND THE NATIONAL ASSOCIATION OF COUNTIES BOARD OF DIRECTORS. WHEREAS, the Hawaii State Association of Counties ("HSAC") is a nonprofit corporation comprised of members of the four County Councils of the State of Hawaii; and WHEREAS, each County Council represented on HSAC is a member of the National Association of Counties ("NACo") and the Western Interstate Region ("WIR"), an organization comprised of western counties affiliated with NACo; and WHEREAS, HSAC bylaws require that prior to April 15 of each year, each County Council appoints one of its members to serve as an officer on the HSAC Executive Committee and designates an alternate representative; and WHEREAS, HSAC bylaws require that in making the appointment, each Council shall delegate to the appointees sufficient authority to formulate the proposed slate of officers; and WHEREAS, HSAC bylaws further state that HSAC shall have two (2) directors serving on the NACo Board of Directors and two (2) directors serving on the WIR Board of Directors who are nominated to the position by the HSAC Executive Committee and the individual Councils; and WHEREAS, Resolution No. 355-14 was adopted on April 1, 2014, which appointed the Hawaii County Council representative and alternate representative to the Hawaii State Association of Counties Executive Committee and nominated a representative to the Western Interstate Region Board of Directors and a representative to the National Association of Counties Board of Directors, however, this resolution will replace Resolution No. 355-14 and appoint/nominate new representatives; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Council Member Dru Mamo Kanuha is hereby appointed as its representative and Council Member Margaret Wille its alternate representative to the HSAC Executive Committee for the term beginning July 1, 2014.
