The adjacent properties to the south are approximately 1 and 3 acres in <br /> size and are zoned Single-Family Residential (RS-10). These properties are undeveloped <br /> and a flood zone crosses them from west to east. Properties to the east and north are <br /> zoned A-3a. Properties across Kupulau Road to the west are zoned A-1 a and are in <br /> residential use. Further to the west, the New Hope church was established with a Special <br /> Permit on land zoned A-1 a. The proposed change of zone would complement the <br /> existing and predominately residential land uses in the surrounding area and is consistent <br /> with the General Plan designation for the area. <br /> All utilities and services are available to the site. Access to the property is from <br /> Kupulau Road, which is a County roadway with an existing pavement width of <br /> approximately 17 feet within an existing right-of-way width of 30 feet fronting the <br /> property. The Department of Public Works (DPW)recommends limiting ingress/egress <br /> to a single location for the proposed lot. DPW also recommends that the applicant <br /> provide improvements to the property's Kupulau Road frontage if the property were <br /> subdivided into 3 lots, as the RA-1 a zoning would allow. If the property were subdivided <br /> into only 2 lots, as the applicant is proposing, improvements to Kupulau Road would not <br /> be recommended by DPW. The Planning Director concurs with these recommendations. <br /> County water is available to the site. The applicant will need to install an additional <br /> water meter to serve the proposed lot. The proposed lot will utilize individual wastewater <br /> treatment systems meeting with the approval of the Department of Health. Solid waste <br /> will be disposed of at appropriate sites designated by the Department of Environmental <br /> Management. The eastern portion of the property is located in Flood Zone AE, which is <br /> designated by FEMA as a Special Flood Hazard Area inundated by the 100-year flood <br /> where base flood elevations have been determined. Any development within Flood Zone <br /> AE will conform to Chapter 27, Floodplain Management, of the Hawai`i County Code. <br /> All development-generated storm runoff will be disposed of on site and not allowed onto <br /> adjacent properties or roadways. Police, fire, and emergency services are available <br /> nearby in Hilo. All essential utilities are available to the project site. <br /> Based on the above findings, approval of this change of zone request from an <br /> Agricultural 3-acre(A-3a)to a Residential and Agricultural-1 acre(RA-1a)zoned district <br /> would result in an appropriate land use pattern that will further benefit the general public. <br /> For your favorable consideration an amendment to Section 25-8-33, the City of Hilo Zone Map, <br /> of the County Zoning Code is transmitted. <br />
