No. 924 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 9:28 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Communication No. 924, reports as follows: <br /> Communication No. 924,transmitted by Mayor William P. Kenoi, dated June 3, 2014, requests review and <br /> favorable recommendation of the nomination of Ms. Barbara Bell of Council District 4 to the County of <br /> Hawai`i Public Access, Open Space, and Natural Resources Preservation Commission (PONC). <br /> A lifelong resident of Hawai`i, Ms. Bell is a self-employed property manager. From 2002-2007, she served <br /> as the Director of the County of Hawai`i Department of Environmental Management. Ms. Bell is the <br /> Vice-President of the Kapoho Beach Community Association, and a past secretary for the Kapoho Water <br /> Company. She served as a member of the Puna Community Development Plan Action Committee from <br /> 2008-2012, and the Solid Waste Advisory Commission from 2007-2010. Furthermore, Ms. Bell states that <br /> she is a member of the Green Party. If confirmed, she will serve a term that expires on December 31, 2017. <br /> Ms. Charmaine Shigemura, Executive Assistant to Mayor Kenoi, came forward and provided background <br /> information, expressed the Mayor's support, and requested Council's favorable action of this appointment. <br /> The nominee is not required to be present at full Council for final confirmation. <br /> Ms. Bell stated that she is happy to serve on the PONC Commission. <br /> Several Council Members expressed support of Ms. Bell's appointment to the commission. <br /> Pursuant to Article 42, §2-215(a), Hawai`i County Code, there is established a Public Access, Open Space, <br /> and Natural Resources Preservation Commission, which shall consist of nine members, appointed by the <br /> Mayor and confirmed by the Council. <br /> Your Committee on Finance is in accord with the purpose and intent of Comm. 924, and recommends <br /> confirmation of Ms. Bell to the County of Hawai`i Public Access, Open Space and Natural Resources <br /> Preservation Commission. <br /> Sc <br /> AYES NOES ABS EX Respectfully submitted, <br /> EOFF X <br /> FORD X COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X <br /> KERN X " <br /> f f <br /> ONISHI X / Ct66" <br /> POINDEXTER X VALERIE T.
