FUKUI, LIEUTENANT, HILO VICE SECTION <br /> HAWAII COUNTY POLICE DEPARTMENT <br /> SUBJECT COUNCIL HEARING BILL #28, COMMUNICATION #78 <br /> JANUARY 21, 1997 <br /> I would like to commend you and the rest of the County <br /> Council members for your efforts in attempting to establish <br /> restrictions on the possession, sale, and cause for sale of <br /> Gamma hydroxybutyrate (GHB) products in the County of Hawaii. <br /> This recent "date rape drug" also called "Liquid X", have <br /> surfaced throughout the nation, as well as in this state, and <br /> is a major concern to law enforcement. <br /> There have been recent cases in Honolulu where sexual assault <br /> victims were believed to have been given GHB. Unfortunately, <br /> the trend here in Hawaii County is, whatever occurs in <br /> Honolulu eventually expands to this island. <br /> So far, our department has not encountered GHB, nor do we <br /> have any documented or known cases where GHB was used, or <br /> attempted to be used, to victimize anyone. This does not <br /> necessarily mean that this has not occurred. <br /> Our department is in the process of training our personnel in <br /> the familiarization of GHB, with the assistance of the State <br /> of Hawaii Department of Public Safety, Narcotics Enforcement <br /> Division, and the Drug Enforcement Administration. <br /> I would like to introduce representatives from these Page 2 <br /> Comm DIo, ~0 • ~ <br /> H71e I~Io.
