ALAN S. KONISHI _ -__A•rr DONALD IKEDA
County Clerk j,.• • Deputy County Clerk
° ` " CONSTANCE R. KIRIU
Legislative Auditor
OFFICE OF THE COUNTY CLERK
County ofHawait
Hawau County Budding
25 Aupuni Street
Hilo, Hawaii 96720
December 23, 1998 RECEIVED
0Y
y ` 3/
k 01C?unh! Councii . r
TO: Council Members
FROM: Connie Connie Kiriu
Legislative Auditor
RE: Resolution No. 338 -98
Requesting the Office of the Legislative Auditor to Conduct a Special Study
of Marijuana Eradication Grants (96- DB -13) and 97 -39
At a Finance Committee meeting held on November 17, 1998, at which Resolution No. 338 -98 was
discussed, council members questioned how much time would be invested by our Office to conduct the
Special Study. When pressed, I estimated 200 work hours would be needed to conduct the Special Study
cautioning, however, that a more accurate picture of the time involved could be determined after
developing a work plan.
A rough draft of the work plan indicates that about 360 work hours is a more realistic, but conservative,
assessment. This translates to one employee devoting 100 percent of the workday to the project for a
period of eight weeks. Of course, this is not possible given the upcoming activities of budget, the non-
profit grant review process, departmental program review questionnaire coordination, State legislative
monitoring and lobbying support, and other critical issues (e.g., impact of Zoning Code ruling).
For your information, approximately 40 hours have already been spent formulating Resolution No. 338 -98.
Adopting Resolution No. 338 -98 means that a portion of your research staff resources will be Largely
devoted to conducting the Special Study.
We look forward to your decision.
7 I f
Corm.
