2. The scope and responsibilities of the standing <br />committees shall include by not be limited to the <br />following: <br />(a) Committee on Finance: <br />Matters related to auditing, budget, capital <br />improvement projects, lease agreements, <br />appropriations, general obligation and <br />revenue bonds, taxes, inter -governmental <br />revenues, licenses, fees, liquor control, <br />police and fire protection, personnel <br />transactions, policy, and civil defense. <br />Matters related to the establishment of the <br />annual county operating and capital budgets, <br />including the setting of real property tax <br />rates. <br />(b) Committee on Planning: <br />Matters related to improvement districts, <br />general plan, community development plan <br />subdivision control, zoning/land use, <br />infrastructure requirements, coastal zone <br />management, forestry, history sites and <br />trails, water and water development, street <br />names, and public access. <br />14- 12/07/98 <br />
