The remainder of the property is cleared and <br /> graveled. The surrounding land uses in the area are a mix of residential and commercial <br /> uses. Big Island Candies, zoned CG-20, and Manano Market place, zoned CN-20, are <br /> located just south of the subject property on Hinano Street. There are several properties <br /> to the west along Manono Street that have been rezoned to CN-20 and several properties <br /> to the east along Laukapu Street that have been rezoned to MCX-20. Immediately <br /> adjacent properties are zoned RS-10 and improved with residences. <br /> All utilities and services are available to the site. Access to the project site is <br /> from Hinano Street, which is a County owned and maintained roadway identified as a <br /> collector with an existing right-of-way of 40 feet. The Department of Public Works <br /> (DPW) has recommended that the applicant provide improvements to the property's <br /> entire Hinano Street frontage consisting of, but not limited to, pavement widening with <br /> concrete curb, gutter and sidewalk, drainage improvements, and any required utility <br /> relocation. The improvements shall be located in a 5-foot setback road widening <br /> recommended by the Planning Director. County water is available to the site. The <br /> project will connect to the existing County sewer system. Solid waste will be disposed of <br /> by commercial handlers. <br /> The property has no severe geological or topographical problems which cannot be <br /> rectified or which would render the land unusable. The project site is located within Zone <br /> "X", area determined to be outside the 500-year floodplain. All development generated <br /> storm run-off shall be disposed of on-site and not allowed onto adjacent properties or <br /> roadways. <br /> No professional surveys were conducted of the site due to the history of <br /> residential use. By letter dated April 9, 2014, the Planning Department has requested for <br /> comments from the DLNR-SHPD. As of the date of this writing, no response has been <br /> received. No professional flora or fauna surveys were conducted of the site. The <br /> applicant does not believe that rare or endangered floral or faunal resources are on the site <br /> as the property is improved and located within an urban environment close to existing <br /> residential and commercial uses. <br />
