JUSTIFICATION SHEET <br /> PROPOSER: Hawai`i State Association of Counties <br /> TITLE: RELATING TO THE HAWAII HEALTH SYSTEMS <br /> CORPORATION PRIMARY CARE TRAINING PROGRAM. <br /> PURPOSE: This proposed Bill for an Act appropriates operating funds for <br /> the Hawai`i Health Systems Corporation Primary Care Training <br /> Program. <br /> MEANS: Appropriates funds out of the general revenues of the State of <br /> Hawai`i. <br /> JUSTIFICATION: Access to health care is a critical issue in Hawai`i, especially on <br /> the Neighbor Islands. A medical residency program based at <br /> Hilo Medical Center will help to ease this shortage by training <br /> physicians and providing access to critical rural underserved <br /> areas of Hawai`i. <br />
