REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: August 5, 2014 Re: Comm. No. 951/Res.No. 472-14 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 10:48 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 472-14, reports as follows: <br /> Resolution No. 472-14, transmitted jointly with Bill No. 272, by Finance Director Nancy Crawford <br /> via Communication No. 951, dated July 18, 2014, authorizes the Office of the Mayor to enter into an <br /> agreement with the State of Hawai`i Department of Agriculture (DOA), pursuant to Hawai`i Revised <br /> Statutes 46-7,to receive funds for the County of Hawai`i's Little Fire Ant(LFA) Control program. <br /> The agreement provides for $200,000 from the DOA to support fire ant control at Parks and Recreation <br /> Department facilities. <br /> Parks and Recreation Business Manager Darren Takiue appeared before the Committee on Finance for <br /> questions. He explained the collaboration of efforts made by Council Member Onishi along with <br /> Department of Parks and Recreation to acquire these funds for the war against the LFA. Mr. Takiue stated <br /> that the DOA funds will be used for a pilot project in County Parks and Recreation facilities to help <br /> eradicate and protect children from the invasive ant. Furthermore, he included that there still is a huge need <br /> for more funds to protect Hawai`i's residents and agricultural industry. <br /> Council Member Onishi expressed his gratitude to Department of Agriculture Director Scott Enright and to <br /> Parks and Recreation Business Manager Darren Takiue for their help in securing the funds. He noted that <br /> the money came from the State barrel tax and would be used for three full-time positions. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the <br /> Council to enter into agreements with the Federal or State governments respecting action to be taken <br /> pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in <br /> connection with projects being or to be undertaken pursuant to those powers. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 472-14, and <br /> recommends its adoption. <br /> sc <br /> AYES NOES ABS EX Respectfully submitted, <br /> EOFF X <br /> FORD x COMMITTEE ON FINANCE <br /> ILAGAN X <br /> KANUHA X <br /> KERN X / GR <br /> ONISHI X <br /> POINDEXTER x VALERIE T.
